To ensure TOTAL MAESTRO and in particular Ofon 2 project Health, Safety and Environment requirements are implemented by all Contractor project personnel. Participate fully in the implementation of the HSE project execution plan for the work site. Close monitoring of work activities performed under specific permit to work requirements. Communicate appropriate HSE related information on an accurate and timely basis to Work force. Lead Project Management team on a weekly HSE Management Site Walkthrough, as well as report and document subsequent Anomalies and ensure prompt follow-up on close-out. Lead HSE meetings with Contractor with a view to discussing HSE concerns and actions. Coordinate and Facilitate Incident Investigations and reporting, and ensure findings are cascaded for learning. Ensure project personnel actively participate in hazard identification and anomaly reporting through education and enlightenment. Ensure Contractor coordinate appropriate orientation training need of its personnel in compliance with Total HSE Project execution plan. In conjunction with Project Contractor HSE Team, ensure the display and dissemination of HSE materials suitable for toolbox topics or other project HSE meetings. Prepares and issue Daily, Weekly and Monthly HSE reports to the Ofon 2 Project HSSE Manager.
Assist ECP Offshore Construction Superintendent and all ECP team on board AKPO FPSO in the implementation of Health, Safety Environment standard & objectives in compliance with MAESTRO referential and TUCN HSE Management System during the AKPO FFSD 2012. Coordinate and Conductor HSE Training for over 850 personnel mobilised to participate in the AKPO FFSD 2012, prior to the onward movement offshore. Regular HSE Inspection of Shutdown activity and documentation of findings and recommendations Conduct Onsite specific HSE training to improve safety awareness onboard the FPSO. Update on a weekly basis Site EPOB matrix of ECP team onboard the FPSO. Serve as a member of the FPSO’s emergency response intervention team (ERIT) Ensure all recommendations expressed in the permit to work are implemented. Inspects administrative and operations area on site to ensure compliance to standards & procedures. Provide assistance in the area of waste segregation, quantification, labelling and containment to Subcontractors on board the FPSO. Facilitate Incident Investigations and reporting, and ensure findings are cascaded for learning. Documentation and closeout of Anomaly reported on a daily bases. Checks and Certifications of Scaffoldings before use.
Ensure appropriate Company HSE Policies and Procedures are complied with in the USAN-FPSO offshore work site.
Advises the Subcontractor responsible Managers and Supervisors on board the FPSO on the need to ensuring their operations and work practices on the FPSO comply with all Company (TOTAL) HSE Policies and Procedures.
Onsite review of the FPSO Anchorage Simultaneous Operations Risk Assessment with the supporting Subsea Pipe Laying Installation team.
Carryout a day to day site Inspections and Audits to ensuring a safe work practice on the FPSO by all responsible subcontractors.
Reporting and Documentation of onsite Anomalies.
Actively assist the Head of HSE in the Process plant Hazards Campaign, e.g. Methanol and Diesel storage and circulation and the general site safety management.
Carryout HSE Induction for new employees and visitor and refresher trainings for specific task onsite, e.g. Permit to Work and Confine Space Trainings, PPE Issuance and safety materials stock inventory.
Collate and keep track of reported anomalies and Incidents for investigation, closeout and update the statistical data base and proffer onsite improvement plans and closeout follow up.
Attend daily HSE meeting with the Head of HSE on the day’s work review, as well as the next day’s work plan and review.
Daily site surveillance and delegation of task to onsite Safety Watchers in the overseeing of Hot work activities at critical task locations for close monitoring and safety compliance.
Conduct daily onsite validation and audit of all Permit to Work used on Site.
Monitor Compliance of the project approved permit to work (PTW) and conduct Permit to Work Audits to check level of HSE Compliance by Subcontractors.
Checks and Certifications of Scaffoldings before use.
Relief (rotational) coverage for EGTL Site Safety Manager while on leave. Coordination of all HSE Personnel on Site in the delivery of HSE task in the EGTL Project. Significant input to strategic OE HES objectives and supports Site Safety Manager to develop/recommend tactical priorities, plans and certain implementation details. Ensures appropriate consistent application of Project HES strategies, policies, and procedures across the Site. • Manages internal Site allocation of HES resources. Recommends certain internal organizational changes (examples re-assignments of EGTL HES Personnel.) Interface/Coordination • Meets regularly with Subcontractor HES and other Senior Construction Management team on any HES issues. Provide assurance to Area Managers, Construction Supervisors and Site HES Managers that the Subcontractor(s) are managing HES issues in accordance with: • EGTL HES contract requirements • Approved EGTL HES Policies, Plans and Procedures • CNL expectations and SOPs and IIF.. Take day-to-day (dotted line) “direction” and provide support to Area Managers, Construction Supervisors and Site HES Managers in specific OE/HES matters, particularly front end planning, TSTI, immediate incident reaction, unsafe or abnormal conditions (and corrective action). • Interface with Prime Contractors and its Subs to resolve HES matters by ensuring work permit issues do not impact schedule. • Develop, coordinate and monitor Area HES Skills training program as may be requested by the Operational Area. • Assist in preparing and issuing Area HES metrics/statistics • Preparation of weekly site Toolbox topics. Incident Reporting, Investigation & Follow-Up • Participate and Facilitate Incident Investigation and Root Cause Analyses utilizing 5Why and Why Tree approaches. • Maintain HES data bases for, Accidents and Incidents / Production of Site bulletin, Safety Alerts based on accident condition.
Implementation of the HES Inspection and Audit procedure, schedule and associated checklists as the main tool for providing effective site inspections.
• Ensure all HES inspections and audits are completed on schedule with reports issued and NCRs tracked to completion.
• IIF training / coaching to Project workforce.
• Inspects for unsafe practices and conditions as a part of the regular tour of work areas and ensures prompt corrective action to eliminate causes of accidents.
• Stop work as appropriate (imminent danger, poor subcontractor response to correction/coaching, recurring significant issues) and advise Area/Construction Line Management.
• Establish periodic and documented inspections of:
a. Project work areas
b. Equipment inspections prior to mobilization for use on the project site.
Site Wide HES Support
• Audit emergency response drills and evaluate effectiveness
• Assist Site HES management in keeping Project plans and documentation up-to-date in all aspects of HES
• Contribute to continuous improvement of the Project Management- and OE Management System through cascading of lessons learned from incident.
• Supporting and implementing Area IIF programmes and activities in championing of the IIF concepts and monitor IIF activities
