Coordinate the procurement process like tendering and contracting processes for all goods and services required by Engineering and IT departments.

Provide relevant input in the articulation and implementation of the procurement strategy

Coordinate the entire contracting and procurement operations of Engineering and IT departments and ensure compliance with defined policies and guidelines in all procurement activities

Continuously assist in reviewing procurement activities, make recommendations for improvement and implement approved initiatives to ensure enhanced performance of the team.

Establish and maintain relationships with key internal and external stakeholders (including suppliers, vendors and contractors)

Ensure the conduct of ongoing market surveys to identify various sources of supply and obtain competitive prices for all categories of goods and services to be purchased

Coordinate the evaluation and selection of vendors/contractors and the negotiation of contracts for procurement of items required by user departments

Provide input in the development of effective procurement tracking systems to ensure prompt processing of procurement requisitions from Network Operations and Engineering and Deployment departments.

Plan and manage the human and material resources of the unit to optimize performance, morale and enhance productivity.

Provide leadership and guidance to team members and manage subordinates’ performance towards the achievement of overall team objectives.

Key Achievements:

Coordinate the $275 million Network Expansion Contract Award, September 2012

Coordinate the $168 million Online Charging System (OSC) Contract Award, September 2012

Played active and coordinating roles in the contracts award for Network Maintenance Outsourcing

Managed and further reduced OPEX spend on MROs (maintenance, repairs and operations services)

Reduced OPEX on diesel through collaboration with major diesel vendors, hence improved network availability significantly.

Liaise with the Finance department to improve payment cycle time

Achieved over $15 million savings from CAPEX in 2008 Financial year

Played a significant role in building over 1600 base stations in 2008

Work directly with design team to revised base station(civil) design specification to reduce CAPEX cost by about 22% per site and OPEX by about 16%

Between 2009 and 2011, played an active role in project capitalization, thus reduced un-spent but committed budget
