This role was to plan and execute engineering and technical projects to meet the project management integrated element of time, cost, scope, quality and benefits while reducing project business risk and HSE risk as stipulated in the project’s business case. This includes acquiring resources and coordinating team members and sub-contractors effort through the PRINCE2 principle of managing by exception. Participated in the development of project management policies and procedures and also managed the implementation to ensure all relevant procedural/legislative requirements are fulfilled. The role also includes the Identification of QHSE and project management improvement areas and to initiate, recommend and provide solutions. Perform internal and external project/QHSE audits.
Contribute to a co-operative working environment within the department. Fulfill project QHSE requirements with the use of applicable project/QHSE procedures, tools and methods. (Safety case regime, risk assessment, QHSE/project plans and systems, QHSE audits, investigations, reporting) and also perform Incident investigations when required.
Assist the onshore emergency response department as required. Report to the managing director and the Operations Manager. Set up Project/QHSE standards for various engineering and environmental remediation projects such as Hydro-Carbon tank cleaning and dislodge services at QIT Eket (Mobile), fabrication of pipes and other construction activities. Create project/HSE planning, project/ HSE costs calculations, project/HSE documents and all other required tasks to contribute to the success of all company projects.
This role involved the management of day-to-day project management activities through project planning, implementation, execution and project controls to enable the delivery of the project to the allocated cost, time, prescribed scope, assessed risk, prescribed quality and proposed benefits. The PRINCE2 methodology was used as a project management tool to ensure the project is delivered in line with the detailed business case. The role also included the design and implementation of Occupational Health. Safety and Environmental Management Systems (OHSE-MS) in line with the OHSAS 18001 standard/ requirements for the company’s engineering railway maintenance contract with its clients. Was responsible for writing/reviewing operational control procedures and OHSE-MS documents for company clients in conformance to the OHSAS 18001:2007 standard/requirements. Conduct audit, pre-certification assessments, gap analysis where required. Conduct safety trainings where required. Participate in HAZIDS/ HAZOPS, Health Risk Assessments, Exposure monitoring and surveys where required. Manage projects and meet quality requirements set for such projects including delivering on such projects in a timely manner. The role also facilitated the development and maintenance of professional relationship with customers, regulators and contemporaries while improving the corporate image of the organisation while managing various projects to meet the project management integrated elements of time, cost, quality, risk, scope and benefits.
As HSE Coordinator the role included improving the safety culture throughout the entire firm and via the implementation of industry standard HSE strategies while ensuring the HSE strategy aligns with identified risks and company HSE policies. Co-ordinated and led efforts regarding compliance with HSE governance, standards, and processes. Maintained a standard process and HSE documentation while developing and implementing continuous improvement plans. Provided tactical support to operations, including project team while managing HSE departmental budget and driving efficiency in areas of cost and planning. Also assisted in business development activities which include proposals, tender documentation, assessments and internal and external audits of both QMS and HSE management systems. The role also facilitated the development and maintenance of professional relationship with customers, regulators and contemporaries while improving the corporate image of the organization. Maintaining and improving the corporate image was vital to this role. The task also involved the improvement of the health and safety management system by embedding H&S information within employee induction and training, developing and maintaining the health and safety management system and constantly reviewing the standards, policies and procedures alongside the senior project engineer. As a result, the HSE-MS improved from 75% to 91% within a year period and helped earn the ‘Best Safety Practitioner’ award.
