Overview:As Head: L & P, I participate in the procurement of fuel and related petroleum products necessary for the operation and use of our numerous clients in manufacturing, construction, petroleum product retail companies etc.

I supervise the procurement of such products from NNPC depots, and from major marketers from as far as Lagos to ensure the operation of the Company is sustained. Review buyer recommendation on vendor selecting, negotiations, bids, and purchase contracts.

Perform value analysis when applicable. Also procure and manage the process for ‘other businesses’ of the company from time to time.

I report to the Chief Executive Officer.

Responsibilities

  1. Planning and supervising the activities of the petroleum products procurement from the NNPC depots and from other credible suppliers.
  2. Recording of product volume, receiving, storage, issuing, accounting and product sale arrangements of all stocked and procured petroleum products.
  3. Establishing and maintaining good product storage and distribution procedures and methods such as security areas, safety standards and location system.
  4. Coordinating inventory control, audits, and material handling, warehousing and product distribution systems within the company and from product procurement source.
  5. Recommending and preparing the proper documentation for product lifting, LPO supply for all products.
  6. Maintaining and accounting for inventory for remote states distribution i.e distribution outside of state coverage.
  7. Ensuring all trucks moved from the depot or received at the warehouse/clients location is documented following proper procedures and polices, i.e. using proper forms, recording serial numbers/identification numbers (when applicable) and ensuring that the receipt/issue is posted to the account records.
  8. Manages inter-regional fuel distribution and procurements, and bulk fuel purchase and storage and ensure that receiving, storage and disposal of petroleum products are in accordance with the company’s established guidelines and protocols.
  9. Locate vendors of materials, equipment or supplies, and interview them to determine product availability and terms of sales.
  10. Review purchase order claims and contracts for conformance to company policy.
  11. Analyze market and delivery systems to assess present and future sustained product availability.
  12. Develop and implement purchasing and contract management instructions, policies, and procedures.
  13. Resolve vendor or contractor grievances, and claims against suppliers.
Operations Supervisor:
Downstream Oil and Gas Limited Kaduna

Responsibilities

  1. Product Procurement from the kaduna depot of the NNPC and from other depots where product is available while also taking record of product volume, receiving, storage, issuing, accounting and product sale arrangements of procured petroleum products.

2. Supervising product supply to customers ensuring that products meet customer specification in terms of volume/quantity, product quality and gravity specification and on schedule delivery.

3. Theft monitoring and prevention by truck drivers. This I did through double checks of products from purchase point and at delivery point.

4. Liaison with depot union officials to deal with unruly and fraudulent truck drivers while ensuring that registered union member trucks and drivers are used for product lifting from depot to customer location

5. Arranging product transportation to customer after loading from depot

6. Financial accounting of transactions and report same to the company accountant and the CEO.

7. As the supervisor, I must demonstrate due diligence in exercising duties and be fully aware of occupational health and safety issues. Safety of everyone involved in the operations cycle is of concern.

8. Conducting general administration duties such as the provision of monthly reports and responding to operations inquiries.

Skills & Abilities

  1. Knowledge of transportation, procurement and product inventory management.
  2. Proven analytical and communication skills are essential in order to carry on a good working relationship with co-workers, trade unions and outside agencies such as commercial and procurement officers of client companies.
  3. Leadership and supervisory skills and able to organize staff in an efficient, safe, and workable manner that will provide entire operations, planning and logistical support required for efficient business management activities.
  4. Knowledge of financial and purchasing procedures.
  5. Computer skills in word processing and spreadsheet management, as well good use of the Internet and phone communication.
